CSX Virginia Avenue Tunnel Reconstruction Project

Supplemental Community Mitigation Fund

 

As part of the Virginia Avenue Tunnel Reconstruction Project, CSX awarded a $650,000 Supplemental Community Mitigation Fund to enhance the community & offset temporary inconvenience resulting from the project.  A Committee selected & managed by NSCP will help decide how the fund is allocated and CCP (the Third Party Administrator awarded the funds) will disperse it in 6 phases during project.

 

CCP was proud to be selected  in accordance

with the Federal Highway Administration's  November 2014 Record of Decision

and awarded the $650,000 fund.

 

We recognize that there is great interest in the community about how this Fund will be administered and distributed.

As an organization in the impacted area, we view this as a great way to work together to help create a vibrant riverfront community.  

 

A brief overview  & history of the process:

 

  • Committee Applications were accepted (April 17, 2015)

  • Committee selection by NSC Partners   (May 2015)

  • Committee & NSCP meet & establishes criteria for fund allocation (May 18, 2015)

  • Criteria is made public followed by a short comment period (June 30, 2015)

  • Final criteria announced (July 2015)

  • Fund application process began in phases (August 1, 2015)

  • Phases 1, 2, 3 & 4 have been completed (March 2017)

  • NSCP releases application for new Committee members for final 2 phases (April 2017)

  • NSCP adds new Committee members for phases 5-6 (June 2017)

  • Phase 6 (Final Phase) was February 2018

  • The Final Phase Awardees announced April 2018.

  • The Fund is now complete and we thank everyone who applied.

  • Schools, the Anacostia River, parks, programming and more have benefitted from the fund.

The fund will (and continue to) benefit the area for many years to come.
